This change requires the use of IssueInputParameters to describe the issue fields for creation and update. WHY: After 5years of using the IssueManager to create issues, JEMH 1.7.x finally resolved JEMH-280 (fixed in 1.7.0) by a large internal change to use the JIRA IssueService (simply, to set most issue properties, including custom fields, and to support more custom fields in doing so, during the ISSUE_CREATION workflow step).
